HEAP - WCP (Winter Crisis Program)
The Lima Allen Council on Community Affairs (LACCA) will begin distributing Home Energy Assistance Program (HEAP) funds to help pay for heating on November 1st. said Jacqueline Fox, Chief Executive Officer, LACCA.
HEAP is a federally funded program through the Ohio Department of Development designed to help eligible low-income Ohioans meet the high costs of home heating. This program can only be accessed one-time per season and the amount of the benefit depends on the size of the household, household income and what type of fuel is used. In most cases, the one-time benefit will be a credit applied directly to an energy bill.
Restoring Stability: A Save the Dream Ohio Initiative helps Ohio homeowners struggling to make their monthly house payments or those who have already fallen behind on their mortgage. Through the program, the Ohio Housing Finance Agency (OHFA) will administer $570 million in federal foreclosure prevention funding to help families dealing with a permanent or temporary loss of income avoid foreclosure.

Lima Allen Council on Community Affairs (LACCA) applied for a grant through the federal Office of Head Start for American Recovery and Reinvestment Act of 2009 dollars. Said Jacqueline Fox, Chief Executive Officer at LACCA. The seventeen-month grant opportunity was awarded to agency in late September and will run through February 2012. The grant called, Head Start Early Learning Mentoring Coaches, in the amount of $225,000.00 will provide for LACCA to offer ten co-teachers, who have less than three years of teaching experience in the Head Start program, educational and professional development career pathway opportunities.
Ms. Fox also said, The program will utilize innovative techniques in teacher mentoring with the assistance of local stakeholders in the community to support transition of new teachers into the Head Start culture and increase likelihood of staff retention.
"The Winter Crisis Program is an emergency assistance program that is designated to assist customers who are in crisis. Eligibility is income based and the customer must either be in disconnect status, shut completely off, have a 10-day supply or less of bulk fuel, or applying for new service." said Marva Cowan, LACCA's Centralized Intake Director.
Ms. Cowan added, "The program usually starts on November 1st and runs through March 31st. SHUT OFF CUSTOMERS ONLY - will be served the first 2 weeks of the program (customers who are shut completely off, 10-day supply or less bulk, or new service). After the first 2 weeks of the program walk-ins sign in at 7:30 A.M. but aren't seen until a designated time in the afternoon. This allows the customer to leave and tend to other business and also decreases the time spent waiting by the customer. Winter Crisis appointments are made by telephone and scheduled for the morning hours. The telephone lines are very busy in the morning".
The Winter Reconnect order takes effect in October 17th. Customers who are disconnected/already shut off or in jeopardy of being disconnected can pay $175.00 directly to their provider to avoid interruption of services. There is no income limit to use the Winter Reconnect Order and a customer doesn't need to apply at LACCA to qualify. The Winter Reconnect Order can only be used once during the winter whether paid by LACCA or the customer. Any customer opting to use the Winter Reconnect order and has a disconnect notice on both utility bills should let each provider know they are using a split.

Lima Allen Council on Community Affairs (LACCA) recently applied for a grant from the Fifth Third Private Bank in Cincinnati and was awarded $3,000.00 on September 16th. LACCA applied for the $3,000.00 grant from the Fifth Third Foundation to support its Financial Literacy program, said Jacqueline Fox, LACCAs Chief Executive Officer, These funds will assist the low-income families of Lima Allen County in obtaining knowledge and training through LACCAs Wealth Prep-Job Growth and Training Program.
Local Recovery Act Projects Contribute to New National Report

Lima Allen Council on Community Affairs (LACCA), our local Community Action Agency has created eleven (11) jobs in the first quarter of 2010 thanks to federal funds from the American Recovery and Reinvestment Act (ARRA). These jobs are included in the latest White House report released April 29th at Recovery.gov.
During that same time period, the agency has utilized approximately $223,954.00 in federal Recovery Act funds. LACCA ensures these funds are circulated back into the local economy and that every cent is accounted for.
L.A.C.C.A.s computer lab has undergone a move and major renovation over the past few months and is now ready for use. Located on the first floor of our offices at 540 S. Central in Lima, our new computer lab offers clients and staff the opportunity to access technology in a safe and easily accessible location.
